WITH reference to Sir A. Nicolson's despatol No. 103 of the 21st February last, I transmit to you herewith copy of a despatch which I have addressed to His Majesty's chargé d'affaires ut Peking in the matter of the Russian railway settlements in Manchuria, which formed the subject of his despatch No. 234 of the 19th July last (see China Print, September 5, section 1).

You will observe that Mr. Max Müller has been authorised to enter into negotiations with his Russian colleague for the conclusion of an agreement to settle the basis upon which British subjects are to contribute to the municipal government of the settlements. As stated in the despatch, it is important that the conduct of the negotiations on the Russian side should be entrusted to the Russian Legation at Peking, and I have to request, therefore, that you will move the Russian Government to issue instructions to that effect.
